The pricing is categorized in two different ways per message.

User-initiated conversations
Users are the person or entity communicating with a business. These types of conversations include customer support and commerce inquiries.

Business-initiated conversations
Business-initiated conversations include post-purchase notifications, alerts, and reminders. These can be two-way conversations or outbound-only notifications to users.
What a free monthly conversations?
Your first 1,000 conversations each month won’t incur any WhatsApp fee (Twilio per-message costs still apply). These free conversations can be both business- initiated and user-initiated.
What are free entry points?
Conversations aren’t charged when consumers message businesses with call-to-action buttons on ads or on a Facebook Page. Free entry point conversations are only user-initiated, and just the first conversation is free of charge.Conversations with customers after that are charged. Twilio per-message cost still apply.
Standard pricing will apply for ads that click to WhatsApp. The conversation that initiates from the ad is free, but not the ad itself.
